I know next to nothing about Pokemon, but searching for “pokemon tcg togepi” (the last word being the transliteration of the name of the card, Тогэпи) brought me here, and the 9/12 (collector number on the bottom right) suggests it’s part of the McDonald’s Collection 2016 – the page says it’s been released in Russian as well. It seems to be a reprint of this card with rarity Common (the least rare type). Given that those cards were given away for free at a fast food chain, and it has a fold near the bottom right corner, I’m sorry to say but I don’t think it has any value at all.
